Q: can this vinyl be used on tumblersa nd go through the dishwasher?

Yes! I made a decal for a tumbler that I use almost daily and has gone through the dishwasher a few times a week for 7 months. I've used it on coffee cups for family and friends too - no issues

Its called holographic chrome opal white. They sell it by roll as well. Color shifts from blue purple teal ( but more of pastel version of these colors if that makes sense. )

Blade: 2 Speed: 5 Pressure: 20 Material: Vinyl Metallic/Glossy/Matte

Q: Is it Holographic on both sides, or is the sticky side solid? Looking to use it in a window, but would need to stick on inside to be seen outside

It is only holographic on one side. The other side is not sticky and would not work for what you are trying to do.
