Does it come with a pre-filter? Also do the tetra whisper small cartridges fit?

It does not come with a pre-filter, but the fluval edge pre-filter fits pretty well. You just have to use some hot glue and glue it to the intake tube. As for the tetra cartridges, im not sure. I've been using some extra API crystal bio-chem zorb cartridges I have, which don't fit perfectly, but they work.

What size should I get for my 3 gallon tank? Is this safe for a Berra fish?

In my opinion, this filter assembly Penn Plax Cascade 20 mini should do the job for up to a 7 gallon tank. This filter assy. has a flow control knob you can adjust the flow of filtration from slow to fast for fine adjustment of flow or for feeding time to shut off filtration while feeding so as not to filter the food out of water. This is a nice feature as you do not need to unplug the filter assy., while feeding, it bypasses a small amount of water and does not harm the pump. I really like the Cascade filters, I have two 300's on my 55 gallon tank.  I believe your other question is it safe for a betta fish not Berra? When I started out with a one and a half gallon tank and one Betta, I asked at a fish store on Betta care and the store told me they don't need filtration or aeration and they only live a couple years if you are lucky. I didn't buy this info. because I put myself if a fish position not wanting to breathe and swim in my own waste. I used filtration, aeration and a small heater to keep a constant on temperature for the lil guy and it lived for five years!  So I'd say the filter would be safe. Some say I do overkill, but I enjoy happy, healthy fish! I also use BettaSafe water conditioner to start off with also. I hope this helps you!

Does the carbon side of the filter face the tank?

Yes.  The flow of water should hit the white filter media first, then pass through the carbon, and out into the tank.

can i use activated carbon and ceramic for the filter media?
