Will this work to load a 30 round magazine of 5.56 for my AR?

Yes. It has worked on all the bullets I have tried including 30 round magazines with 5.56 ammo. Hope this helps, you just cant go wrong with this tool.

Does it really work with both 9mm and .45?

Yes, it does indeed work with both 9mm and .45ACP. If you look at the4 handle of a BEML you will notice the grooves on either side are different sizes. The smaller groove is for the smaller calibers such as .25, .380 and 9mm. The larger groove is for calibers such aa .357 Sig (the larger groove is recommended for the 357 Sig because its case is based on the .40 S&W), .40 S&W and .45 ACP.

Yes, the packaging paradoxically says "Made Responsibly in China".

Does this work with PS90 5.7x28?

My guess would be "no". 5.7mm translates to .224 caliber. The description of the item from the manufacturer says, "loads all popular auto pistol magazines from 45 A.C.P. to 25 calibers". Since .224 cal is smaller than .25 cal, it would imply the tool won't work with a round (or magazine) that small. However, one of the reviewers said he uses it to load his .22LR mags so there you go. My answer is probably worth what you paid for it.
