Q: Can you mark & hem a dress with these rulers?

No. I would recommend using a straight ruler (sometimes referred to as a quilting ruler) for marking hems. Factory hems are either straight or have a slight curve to them if you are altering a style such as a hi-low dress. Even with this style you will want to keep the even look of the hem. This can be achieved with a straight ruler. This set of rulers are used for the initial drafting of a pattern or for keeping ratios when you are adjusting the placement of hip curves in an existing garment.

Q: Is there any difference in the curve shape of the 12" & the longer "design" ruler? I'm just starting & not sure if I need all 3 ☺️

There is very little difference between the curve on the head of the two or the long arc on the body of the two. The difference is in the length and the width and each has its own handy use. The smaller one is good for making alterations to a crotch area, armhole or neckline. The longer one is good for things such as the whole sleeve arc from the shoulder to the armpit. Or the hip area from the waist to the knee.
