Too complicated and too hard to read
Black print on a dark green background is the first and most obvious mistake. Whoever designed or approved that needs to be sacked. And then the language - whether official or not - just makes it so complicated. I'm sure the rules could be explained in a much simpler format. Who knows, maybe I'll write my own.
