Would this be a replacement for Hydrous ointment, which I had on prescription but Boots can no longer supply?

you can try Amazon thay can supply you i buy myself in Amazon.

How do i use this on my baby's head and hair?

Sorry haven’t used it on a baby, you could get advice from a doctor or pharmacist.

Is this a cream or does it look like Vaseline?

It is more a Vaseline, although it is white and not quite so greasy.

Is this a substitute for Hydrous Ointment, which seems to have disappeared?

I am not sure on this. But if you have dry cracked skin I know this product does help and mine are painful when my skin cracks. I hope this helps you
